The mission

Practical, legally sound, court-defensible

Frank’s stated mission is short: provide training that prepares good people to protect themselves and others — and that holds up under scrutiny afterward.

He enlisted in the United States Army at nineteen. He served as a Combat Engineer (12B), earned the Army Sharpshooter Marksmanship Badge with the M16 rifle, and deployed on a humanitarian mission during the Cenepa territorial conflict between Peru and Ecuador. He was recognized for a perfect score on the Army’s End of Course Soldier Skills Test.

In 2001 he became a founding member of the United States Department of Homeland Security during its establishment, and completed Team Coordination Training with the United States Coast Guard. Across his career he has protected critical infrastructure, private facilities, and places of worship.

“Competence builds confidence. Character builds trust. My mission is to develop both.”
Frank Avila-Reyes
Military & federal

Military service & federal experience

Frank’s professional foundation was established in 1992 through honorable service in the United States Army, supporting federal military missions that demanded discipline, accountability, operational readiness, and strict adherence to procedure.

His work included supporting investigative efforts through information gathering, documentation, analysis, and case development — coordinating with military personnel, law enforcement, and prosecuting authorities on investigations, apprehension efforts, and security matters.

He assisted with the prevention, detection, documentation, and reporting of violations; supported detention and apprehension procedures; conducted patrol operations; assisted with emergency response; and followed established procedures for evidence preservation, search and seizure, and contraband control. That foundation still shapes how he teaches.
